This movie has got the look and feel of a cheap copycat: it wants to look like a slick detective noir, but ends up looking a cheap copycat, that looks like a cheaply produced television movie.

Arent the acting performances any good then? No, not even Daniel Auteuil, one of my all time favorite French actors, not even he does perform well.
