A man walking his dog finds a dead female body behind the wheels of a car in Central Park. The police detectives use all the technical tools to investigate the case. Knife wielding vagrant Billy Alcohol attacks the morgue and is shot dead. Somebody had paid him in half bills presumably with the other halves as final payment. She has a Marine Corp tattoo which Billy was probably trying to cut out. Lead detective Tobin seeks help from botany scientist Dr. Mary Mahan.

RKO Pathe was the documentary arm of the studio doing theatrical shorts. With their doc skills and Broadway actors, they are trying to follow the style of The Naked City. It has authentic procedures and cityscapes. On the other hand, it has few thrills, limited non-doc directing skills, and flat intensity. It's great for bits of old New York. It's a solid B-movie.
