Criminals often murder victims within the first sixty seconds, so the answer is for good citizens to learn how to safely carry and responsibly use firearms. The founding fathers understood this, and though many things have changed in 200+ years human nature has not, evil people still try to frighten good people into submission, as they did in the late 1700's. No good person wants to harm anyone, but no reasonable person expects thieves and rapists to feel that same way. Duty says good people need to be armed to be part of the answer.
