Munich, 1972. Germany hosts the Olympic Games as an attempt to present itself as an open, tolerant and democratic country after World War II. Two groups travel from Israel to the Games. One is the official Israeli delegation, eager to show that they too have put the past behind them. The other group are members of the extremist Palestinian terrorist organization Black September.

The members of Sorte September strike. Early in the morning of September 5, the terrorists infiltrate the Olympic Village and the Israeli athletes' camp disguised as athletes. They kill two Israelis on the spot and take nine others hostage. The whole world watches as the countless cameras present at the Olympics film the horrors. Behind the scenes, political drama ensues as leaders try to gain control of the situation.

The German emergency response team agrees to transport the terrorists and the Israeli hostages to the airport so that the hostage takers can escape. The German police have secretly planned an ambush, but the rescue operation is amateurish and results in disaster. All the hostages, one police officer and five terrorists are killed and the remaining three escape. And the bloody attacks of Black September pave the way for the terrorist groups of the 21st century.
