Harriet Peterson ends up doing a planning appeal.

Sir Robert Beste is a landowner who plans to turn 73 acres of farmland into an industrial estate. It will bring jobs and new industry. Some of the poor are doing labouring jobs for poverty wages.

The council planning committee led by chairman Brigadier Craig-Astley threw the application out. The Brigadier is also a major farmer and employs the labourers on such low wages. Workers he will lose if the new industrial park is built.

It is a story of people with vested interests, Nimbyism and the changing face of the countryside.

Sir Robert is not very bright and only cares about making money. His solicitor is on in the deal and will make money out of it if the planning appeal is granted. Sir John Gallaher is also in on it, he and Sir Robert were at school together.

Harriet seems concerned that the countryside might irrevocably be changed. She is more sympathetic to the low paid workers in the area. One of the labourer's was sacked by the Brigadier as he was willing to give evidence to the planning appeal. He did not even know he had legal rights to sue for wrongful dismissal.
