Justice wins out

Warning: Spoilers
James Daly is Associated News reporter Michael Powers who is reporting on the capture and trial of a vicious killer named Savage. In the beginning narration, Powers tells the viewer that the law can be twisted to protect the guilty as well as the innocent. When Savage is so easily captured, both Powers and the police captain are concerned at how calm and unworried Savage seems to be - as though he wanted to be captured. The prosecutor has plenty of evidence against him. Even so, Savage is confident that he will get off by "using the law to free himself." In a subsequent armed attack on the Hall of Justice, all of the evidence against Savage is stolen. He and his lawyer want the trial to proceed because without evidence Savage will be found not guilty and cannot be tried again. The resolution to this is not really believable but is interesting.
