Durand ou Bosetti

The Internet Movie Database has this listed as as directed by Jean Durand, while the Eye Institute and the estimable Steve Massa believe that Bosetti directed it. Given the structure of the piece, which is that Calino steals a divining rod and everywhere he goes, water springs out of everything, I side with the latter estimation: Bosetti tended to repeat the basic gag in his split-reel comedies until the inevitability overwhelmed the viewer. Durand liked to run different comic reactions. They're different approaches and probably one is as valid as the other, although I prefer the slightly greater variety that Durand offered.

It is fairly funny.

A "sourcier" is someone who detects a source hence a warter-diviner. wat is known in English as a dowser. Thhe film came out in 1913 and is very definitely by Jean Durand, who included it on the list he personally compiled of his films. Roméo Bosetti was working by this time for Pathé and would later move to Éclair but he had not worked for Gaumont since 1910.
