In 2017, The Darcy Act was enacted by Congress and required pre-natal genetic modification for all fetuses. About thirty years later the Department of Health and Human Services discovered that an early batch of serum was flawed, and now the government fears that non-genetically modified citizens will be a major threat to society's gene pool. As HHS Investigator John Maigret pursues his assigned targets he soon realizes that protecting the perfect gene pool is going to be complicated.
