Ok, most of Murdoch Mysteries episodes are intrinsically serious, even when they are laced with humor, historical figures cameos and running gags. This is not one of the cases. The premise is quite nonsensical (Which often happens in the show with spies are involved. You have rockets, high-speed trains, and a lot of other things) and I am pretty sure no political negotiations are done as shown here.
BUT, if you are in the mood of suspend your disbelief and just have fun, the way you would do with a James Bond story for instance, you will probably enjoy it. I did it, I had a smile most of the time while watchng. I've seen this story )pr a similar one) done several times in different shows but I think this was done quite well in the context of this show.
