There's not much life in the small seaside town, despite a chemical plant and a hotel right on the beach where people go scuba diving. Investigative reporter Wayne Crawford is doing his part by trying to get the chemical plant shut down, when suddenly the barracuda start eating the scuba divers.

It's one of those JAWS rip-offs with counter-culture paranoia about the government, and incoherent exposition while the reporter is in a gun battle with the Feds just before the theremin music starts again. The most notable point of this cheapie is not the story, the acting, or the direction. It's the set design. I had forgotten how brown the 1970s were, with cheap wood paneling, and tan polyester shag rugs.
