Hugh Abbot (Chris Langham) is the newly appointed Minister for Social Affairs. He has an idea of a Snooper Force to look for benefit scroungers. The PM tells Abbot that it is the 'sort of thing we should be doing.'
However Abbot did not run it pass Tucker before he announced it to the press. Tucker orders him to retract his policy idea.
What we see is a hapless minister, shambolic advisers and a confused press.
