It started out a bit confused, IMHO, but soon the stories and the characters began to develop. I confess I'm a fan of Nathan Filian having enjoyed his strange relationship with Kate Beckett in the long running series Castle.
So where does this show go? After all, Nolan won't be a "rookie" forever, will he? At this point in the first season, Nolan is at the end of his "training" year as a rookie. Will he graduate and become a regular LA officer, whatever that is? I assume so, and maybe the last season episode will settle this question. Okay, assuming he does "graduate", or whatever it is called in rookiedom, to call him a rookie wouldn't be fair, would it?
That being said, what will next year's show be called? The Ex-Rookie, or maybe Nathan Fillion, LA Cop? Wait and see, as they say...
