A young guy gets a call and goes to the impromptu shrine of a girl who hanged herself. It's obvious, he was there to make a drug deal or something illegal. He is struck from behind and killed with repeated blows. Banks and crew find a connection to a guy that Banks try to get years earlier. His people have ways of "correcting" problems. His daughter is also involved in some way. A subplot is post Annie. Banks has a new girlfriend on the force, a computer expert. By the way, this is yet another one of those episodes where Banks is sort of pushing the envelope, wanting revenge.
