This is probably one of the most idiotic of the color episodes. Goober, a mechanic, believes a dog can talk because Opie and his friend have rigged a receiver to his collar from their walkie-talkie. Goober bought a transistor radio from Newton Monroe: he knows what radio voices sound like. Only Ernest T. Bass would be ignorant enough to fall for this.
