With this episode South Park goes back to it's high class comedy level because one just keeps on laughing throughout the episode.
The idea itself is crazy and fun. I mean there is nothing fun about animal abuse, but when in a cartoon there is a guy who rapes chickens it is a bit absurd. And not just that, they call him "chicken lover" for the sake of children! When we find out the motivation of the "chicken lover" it is so senseless that it is hilarious.
And a big part of why this episode goes so great goes to the small part of Cartman taking over the police duties. "Respect my autoritha!!!!" is a classic line all South Park fans know.
