This is one of at least two "Keeping Up With the Joneses" cartoons drawn by Harry Palmer for Gaumont Studios. I've seen two and both begin the same--with a live hand drawing the background and character--then the film begins to come to life. This was actually a pretty common technique in early cartoons and was used by Windsor McCay, the Fleischers and others. The style is a bit old fashioned but very pleasant.

Pa sees some fashionable hats and he must have one to fit in with the crowd. However, his new top hat is ridiculously too big and by the end, their cat delivers a litter of kittens in it. Nothing much more, as the cartoon is only about 3 minutes in length. It's the sort of film fans of early animation might enjoy but most others would find hopelessly outdated and a bit dull.
