The theme of this episode is definitely credibility.

We see our officer steadfastly out for revenge as his partner was killed several episodes before. We observe that he is brought to the brink when he feels he has apprehended the killer. We see how he backs away ultimately from what he is going to do.

We observe the social service system when they show an uncaring social worker whose work load has made her like this.

Since everyone supposedly saw a man kill another man, a woman on the block takes it upon herself to say in court that she witnessed the killing. After doing this, she has lunch with Regina King and her partner and admits that she saw nothing. What a scene when King slaps the cuffs on her.

The L.A. environment with their gangs is well shown on this show. You don't know what you're in for.
