A well-meaning, low-budget effort that

This is a low budget effort, nothing like a Hollywood film. It is an update of the Serpico genre, insider-tells-all using some contemporary technology which is easily overdone. There are also elements of Scarface but without the balletic, graphic violence. Not that there's any lack of on-screen violence, but none of it is credible. Charitably, the acting and writing is C- to B-. It is not entirely the fault of the actors. With better direction and camera work, the potential was there.
