Personal self-defense weapons such as a stun gun do not render people unconscious. Even a 3-5 second exposure would not cause a loss of consciousness, usually only a loss of balance or muscle control.
The tech says if he could have had 30 more seconds he could have traced the IP address of the other suspect. Computer use is not like tracing phone calls from several decades ago. An IP address would be displayed immediately, and the hosting service would be known inside of 30 seconds. In order to locate the suspect, the Internet provider would need to be contacted and provide subscriber information. That would normally require a subpoena, but given the nature of the incident, a provider could release the information without one.
Even with a "frequent caller" to 911, no cop is going to leave a victim's purse lying on the ground, waiting 4 hours for the Feds to show up, without checking for ID and starting a canvas and search.
