There is no prison in Wisconsin called "Wisconsin State Prison".

When Burgess is held in the basement with a couple of cable ties, there's no reason she would have needed the wire cable to cut through the ties - average break strength of a cable tie is only 50 pounds. As much slack as there was in the cable ties, a good swift jerk would have snapped it.
