A meet-up of the mafia heads of Purvanchal (Kaleen Bhaiya, Rati Shankar, and others) and their political patron (J.P. Yadav) masquerading as a Holi party. Kaleen wants to use this gathering to rally the heads against Rati and also hold him accountable for the attack on his family. Maqbool takes Rati Shankar aside and tells him that Sharad is under surveillance and Kaleen will attack if Rati Shankar tries anything stupid at the meeting. But trouble was brewing between Munna and JP, while Kaleen was trying to make sure that JP remains on his side For entertainment, Kaleen had arranged a famous dancer. JP was having a rain dance with her, when Munna cut in.. This leads to a brawl as JP slaps Munna and Munna pulls a gun on JP. This ends up in a fracas which threatens to transform all equations. Kaleen tells JP that he did not do the right thing by slapping Munna publicly. JP tries to make peace, but Kaleen rebuffs him.
J.P. Yadav, feeling insulted at the hands of Kaleen and Munna Bhaiya, offers to help Rati Shankar gain control of Mirzapur if he can provide him with funds for elections. In front of Kaleen, Rati agrees to allow safe passage to Kaleen's trucks through his territory, in exchange for truce between the families. Kaleen involved Guddu and Bablu in the opium business, making him even angrier. Munna takes his frustration out on Radhiya.
Bablu encourages Golu to stand up for college elections. Maqbool warns Kaleen that Guddu and Bablu are rising up too fast. Kaleen tells the brothers to take his permission before making any big moves in the new business. Meanwhile Rati asks his business supporters for more campaign contributions in exchange for the territory of Mirzapur.
Sweety gets Guddu to meet her father Parshuram and declares that she wants to marry Guddu. Parshuram accepts and senses that something is going on between Golu and Bablu as well. Guddu introduces Sweety to Vasudha. Guddu books an apartment in the name of his parents, where he can live with Sweety after marriage. Ramakant throws the boys out of the house, since they are not willing to mend their ways. They move into the factory. Golu files the nomination papers. Meanwhile JP sends the cash to his brother Surya, the CM of the state. JP harbors ambitions of being the CM himself. Parshuram continues his facade of integrity with Ram Sharan, who suspects him to be under the pay of Kaleen and other goons of the city.
Bablu recruits the city's eunuchs to distribute the opium in the city. The eunuchs have free run of the city and even the cops both bother them. The eunuchs agree as they will finally get money and respect and wont have to beg on the streets anymore. Guddu and Bablu buy a new car and christen themselves the "Lions of Mirzapur". Ram Sharan gathers the few honest cops in Mirzapur and gives them a free hand to clean up the city. The first on the list are Guddu and Bablu.
