Wuntch's commendation bars lack the black "WTC" commendation, given to all NYPD officers who served on or in the wake of the 9/11 attack on the World Trade Center. Holt, Terry, and most high-ranking officers seen throughout the series have it. Wuntch has served in the NYPD at least as long as Holt, so she should have received the WTC bar. Also, most of the commendation bars Chief Wuntch wears are not issued by the NYPD.
Captain Holt wears his Commendation breast bar above his World Trade Center Breast Bar. When the WTC bar is worn, it is worn above all other medals, but below the American Flag bar.
Illegal organ harvesting and trade requires that the victim be actually kidnapped and the procedure performed in a fully equipped facility. The operation takes hours and requires precision, experience and possibly a team, for the heart to be actually usable for the illegal recipient. Moreover, it is impossible to "store" hearts in chest freezers. When a heart is being removed for transplant the recipient will have already been notified and prepped.
Santiago is wearing 2 citation bars that are not issued by the NYPD. Also, NYPD regulations require that the American Flag bar be worn as the highest citation bar - something Santiago would have known.
John Kelly stops Holt from coming out against him concerning the illegal surveillance by revealing that he illegally intercepted a text from Holt saying he would do anything to get rid of Kelly, undermining Holt's credibility. If he put the text into evidence, he would be revealing his illegal surveillance simply by admitting he had it.
Holt calls it a "podium" but what he actually means is a "lectern".
