The body is encased in cement NOT concrete.
Concrete consists of cement and aggregates - the culprit simply sift a bag of cement over the body.
This would have set into a weak solid but not with a shiny surface and certainly not as hard as rock.
The reacting cement would have been very alkaline and would have burned skin and tissue that touched it.
Concrete, or cement (two different materials) can be very useful murder props, but please talk to an expert about how it works first...
