The Tamil word "Adhigaaram" of the title translates to "authority" and not as "chapter".
In the faxed support letter sent to Rajasthan Police from Tamil Nadu Police. The letter is from Comissioner of Police TN to Comissioner of Police Rajasthan. In real life it will be from the DGP's of the respective states as Comissioners are appointed for cities and DGP's head the state police forces.
