This is one of those shorts I find it hard to comment on, in no small part because I didn't see the entire thing. I looked at a 4-minute cutdown version of what was almost certainly a full reel or perhaps even two; it's reduced to Billy cavorting with the women and the final gag when he wakes up.
Ruge is a film comic about which little is known. Reputedly born in 1863, he came to the movies in 1915, probably from vaudeville, and worked at the Vim company, where his best-remembered shorts were made; he frequently appeared with Oliver Hardy when the latter was starting out, which is why any significant portion of his motion picture work survives. He left the movies in 1922, went back into vaudeville, and died in 1955.
