The movie opens with a flash-forward of Kelly killing Mrs. Johnson. When the actual narrative gets to that point, the scene plays out with different dialogue and action.
The officer makes a procedural error. There is no 24 hour rule for missing people. In the case of a pregnant woman, especially one with a possible mental problem, she would be entered into the system immediately.
