Walton Goggins was interested in the role of Rip, but when he met with the series producers he made it clear that he did not want the role to be part of a propaganda series. Among the changes Goggins wanted that the producers agreed with were making it clear that Rip's actions on the initial Afghanistan mission (where the American Taliban suspect surrenders but Rip shoots him in the head anyway) were a "war crime" and that the main terrorist in the movie be given as much depth and as complete a narrative story as Rip and his fellow SEALs received.
