Cobalt-70 is a real isotope but is not fissionable (that is, can't be used to make a nuclear explosive). It also has a half-life of about an eighth of a second, so a pound and a half would have completely decayed (into radioactive nickel) in a few seconds. Fissionable materials also aren't inherently explosive; unless carefully designed and triggered, they just produce heat and radiation.
Regardless of how perfect her recall is, Carrie couldn't possibly have been able to give the eye colour of someone who was several metres away and kept their head down.
