- A couple are riding in a car driving along the beach. The woman asks the man what to do for their anniversary. She fusses with his suit and says he must look good for the crowd. The man is very reserved. The wife wants to plan something very elaborate and public for their anniversary, but the man just looks out the window.
Judith and Mick are by the waterfront, Judith is carrying an ice cream, but she drops it on some man's foot. She looks up, and sees the man, dressed in dark clothes and has the sun behind him. Judith apologizes, but the man walks away carrying a rucksack. Mick offers to buy her another ice cream. They get into a boat.
By the waterfront there is a big crowd and activity with street entertainers. The man and woman arrive to applause. The man greets Mick. The man begins to address the crowd. He is a famous restaurateur, and is opening a new restaurant in Lighthaven. The man comes from a fishing family, so he values local community and connections.
Just as he is about to hand the scissors to his wife for the ribbon cutting on the new restaurant, the man is shot in the head. The crowd screams and ducks for cover.
Judith and Mick are recuperating from the event at Mick's pub. Mick knew the man who died since his school days. The man was from simple means, but married into wealth, which allowed him to start his restaurant empire. On the TV, Davey is reporting that the shot man, Peter "PB" Bradshaw, is believed to have been killed by a professional assassin, due to the the precision of the long range shot.
Peter Bradshaw suffered from depression, and was on medication. Mick visits Jane's office to talk about Bradshaw. Mick says Peter wasn't happy. He saw Peter in his pub a few weeks ago meeting someone, and he could tell something was wrong. He feels Peter was henpecked, and suggests Jane should look into their marriage.
Jane visits Peter's wife, Joy Bradshaw. She is abrasive. Jane asks about the antidepressants, which she was well aware of as they kept no secrets from each other. Joy relates the number of potential enemies that Peter had, including receiving death threats. Just then, Davey arrives to ask about a large payment to a man named Jason Alexander. Joy says it was to buy some diamonds for her anniversary present. Jane thinks she is keeping something hidden. Davey says he found a burner phone in Peter's office, which conflicts with Joy's insistence they had no secrets. Davey asks Jane to dig into Joy. The police have determined the shooter was in a church tower across the harbor, but there's no evidence left except for an ice cream-stained footprint. Davey points out that Peter's restaurant business was all in his wife's name.
Jane bumps into a man at the police station and spills his coffee. She goes to see Davey who is all dressed up, as he's about to give a press conference. Davey tells her that Bradshaw's business was importing cheap seafood from Asia processed by child labor, which could be a reason he was targeted. Due to the involvement of a professional killer, Scotland Yard has been called in to assist in the investigation.
Davey enters the conference room, and the man that Jane bumped into is already running the press conference. He is DI Ben Marshall from Scotland Yard who has been brought down to work on the case, which is a high security investigation. They believe Bradshaw was targeted by an international organization. Davey is put out by Marshall, who dismisses him, and insists he has it all under control. He begins to flirt with Jane. He is bringing in a cadre of high powered criminal investigation experts onto the case.
Mick is dubious that Bradshaw's murder was related to international intrigue and insists the answer is closer to home, saying Davey is chasing ambitions. Mick could tell that Peter was tightly controlled by his wife by the way he acted and by things that happened between them. Judith isn't any help, but mentions she had an ice cream that she dropped on someone's shoe. Jane takes her to Davey to tell him what she can remember about the man she dropped the ice cream on. Mick is upset at the idea that he could have stopped Peter's killer. Davey invites Marshall for a briefing, but Marshall is too busy brushing shoulders with important people in international policing.
Davey is re-watching the online video of Bradshaw's death. He comes across a link to a video of a young man interviewing Bradshaw from a few years prior. The interview starts out polite, discussing Peter's army history and an upcoming reunion, but then the interviewer confronts Bradshaw about his business's practices of overfishing, shipping fish to Asia to be processed, and using child labor. Bradshaw is shocked and denies it, but says he will make sure he looks into those practices.
Davey shows it to Marshall, who is unimpressed. Davey brings up Judith's interaction with the likely suspect, but Marshall says the killer would have been on a plane overseas before the day was out, and keeps insisting there are international connections and patterns to be uncovered, and it is above Davey's local policing level. Davey taunts that Marshall doesn't have a single international lead, and reminds him that this is a local investigation. Marshall asks if he knows if Jane is "available."
Davey shows the video to Jane, who gets a very different impression from the video -- the interviewer is flirting with Peter Bradshaw. Jane surmises from Mick that he knew Peter might be into men.
Jane visits Joy Bradshaw. She shows her the interview video, and is enraged at the interviewer's accusations. Peter rarely ever gave interviews, so Jane wonders why Peter gave that one, but Joy has no idea. Joy insists that Peter had hardly any relationship with the military.
DI Marshall visits Jane's office. He asks her out for dinner and is very forward about it. He will make reservations. Jane asks Clint to look into Peter's upcoming army reunion. Clint has found the number of the interviewer from the video.
Jane meets with the interviewer, Michael Larkin. He is upset that the video is available online. It was only done for the man's PhD research. The police have reached out to him and asked him about having ties to international environmental groups. Michael insists he never showed the interview to anyone but his PhD supervisor.
Michael says he and Peter became friends after the interview, but Jane suggests it was more than friends. He admits it, but didn't intend to break up Peter's marriage. Jane thinks there's more. It comes out that Peter was more involved in their relationship than he was. Peter was planning to leave his wife and run away with Michael, but Michael wasn't interested, and broke things off.
Jane is having dinner with DI Marshall. Jane probes him about the mindset of a professional assassin. Unfortunately, Marshall's investigation has hit a brick wall. Marshall invites Jane to his hotel room. She gets a call from Clint, but pretends it's from her mother. Clint has gotten info about Bradshaw's army reunion and photos of the event. Jane uses the call as an excuse to leave dinner with Marshall and goes home.
Clint arrives with the photos. She invites Mick down to see if he knows anyone in the photos, and Mick identifies one person as the man Peter had met with in the pub weeks earlier.
Jane brings the photo to Davey. The man is Brian "Digger" Digsby, and that Mick reported seeing Peter having a serious meet with him. They go to visit Digsby at his boat yard. They ask him how he knew Peter Bradshaw, and he says they didn't know each other well. They know Digsby met with Bradshaw a month ago; Digsby says it was to lament about his wife's passing. Digsby says he was in the hospital on the day Bradshaw was shot, due to a heart condition. Jane thinks Digsby is hiding something.
Davey has been looking into Joy Bradshaw's finances. She made a large withdrawal a month before her husband's death. He brings Joy in for questioning. He implies Peter dying serves her very well. Just then Marshall barges in and stops the interview, and threatens Davey's job over the line of inquiry, as Joy is very well connected.
Joy runs into Jane at the police station. Jane asks Joy why she didn't admit knowing about her husband and Michael Larkin, but Joy didn't want to sully his memory and considered it a simple misstep in their marriage which was back on track. Jane asks about the large withdrawal, but Joy refuses to discuss it, and dismisses it as pocket change.
Davey searches through the police records. Jane is in the mortuary with Peter's body, musing about how things are getting so tense between everyone. She talks aloud about her father who was also a fisherman like Bradshaw, and how the bond between the fishermen was greater than the bond with their own families.
Davey is looking up Brian Digsby, but can't find any records. He reaches out to the army records office. They send him a link to records on Digsby. Digsby spent time with special forces, and was trained in many firearms, including sniper rifle.
Jane visits Davey and asks about the diamonds they never tracked down. Davey interrupts and says she was right about Digsby holding something back and tells her about his sniper training. However, his hospital alibi has been verified. Jane double checks with the hospital coronary unit.
Jane and Davey visit Digsby. Davey tells Digsby his conversation with Bradshaw was overheard by someone, but Disgby says whatever was heard was "just talk." Jane confronts Digsby that someone with a heart condition can easily find an excuse to be admitted, but they put you in an observation ward where you aren't attended to frequently and can easily leave and come back unnoticed. Jane argues that is enough time for a skilled sniper to get to the church tower and carry out Bradshaw's assassination. Digsby dismisses it as a fanciful story. He points out there is no evidence. They are about to leave, when Jane grabs Disgby's shoe as he is climbing a ladder, and shows Davey the ice cream stain.
Davey walks into the station and taunts Marshall about his dismissal of the ice cream stain lead. The stain on the shoe qualifies as evidence, and Digsby is being brought in for questioning.
Marshall interviews Digsby and demands to know who ordered the hit on Bradshaw. Digsby won't talk. Davey and Jane go to Joy's, thinking she is likely the one who hired Digsby to kill her husband. When they get there, Larkin is there, arguing with Joy. She wants Davey to arrest Larkin, alleging he is blackmailing her and threatening to write a tell-all of his tryst with Peter. She says he won't get another penny out of her, but Jane asks what she means by "another." Larkin says that Joy paid Larkin to break up with Peter, which explains the large withdrawal she wouldn't talk about. Larkin alleges that Joy used her money as leverage over Peter, threatening to leave him penniless if they split, but despite that, Peter was still in love with Michael. Michael says Peter was better off dead than stuck with Joy for the rest of his life. Jane comes to the realization that the love triangle was too much for Peter's depression. He couldn't stand being under Joy's control, but was devastated when Michael broke up with him. She deduces that Peter Bradshaw hired Digsby to kill him himself. The diamonds that Peter had bought were actually used to pay Digsby for the deed.
Back at the pub, Mick takes credit for telling Jane to look into the marriage as a reason for Bradshaw's death.
The next day, Jane appears at Coroner's Court. Her verdict for the death of Peter Bradshaw: Unlawful Killing.
