- We open with a roadside pick-up crew finding a dead motorcyclist by the side of the road.
DiNozzo's father is coming to town, and he claims to be happy that Anthony Sr. wants to meet Zoe.
The dead motorcyclist turns out to be Marine David Austin. He died of a broken neck, but a bullet wound to the chest caused the accident.
Anthony Sr. drops by the office, in town earlier than expected. They make plans for dinner that night with Zoe.
Abby finds a match for the slug pulled from Austin's chest. It matches a weapon purchased directly from the manufacturer by the ATF. It was part of the disastrous Fast and Furious operation that has planned to track weapons as they made their way to the Cartels. 1,300 of those guns, including the murder weapon, are still unaccounted for.
DiNozzo volunteers to help Zoe track the weapon as it made its way from Mexico to D.C.
Abby finds out that Austin was shot from a few feet away, likely from a car traveling at approximately the same speed. And not only was Austin's motorcycle almost out of gas, but he had passed a station just a few miles earlier.
Zoe and DiNozzo argue about how to handle the ATF agents they are interviewing.
It turns out that Austin swiped his credit card at the station, but never purchased any gas. Surveillance footage from the station shows that before buying gas Austin was distracted by a car, which he then proceeded to follow.
Dinner that night is a disaster. Anthony Sr. tries to make dinner by ends up setting a small fire in DiNozzo's kitchen. DiNozzo is furious and makes a point to say how happy he is that his father lives in New York.
Abby enhances the video from the gas station. We can see that a woman in the passenger seat mouthed "Help me" to Austin.
The car Austin chased was registered to a woman named Jennifer Vickers, though the woman in the car was not her.
Gibbs tells DiNozzo that Anthony Sr. crashed at his house the previous night. DiNozzo then tells Gibbs he no longer thinks she should be working with Zoe.
Zoe and Van have a video interview with an ATF agent who was part of the Arizona sting involving the weapons. He agrees to look into the serial number.
Gibbs and Bishop meet with Vickers. She tells them her daughter Emma was using the car. Emma has battled drug addiction for years and Vickers thinks she must be using again.
DiNozzo gets caught in lie with Zoe. The agent comes back with no information on the murder weapon, but DiNozzo doesn't buy it.
Anthony Sr. and Gibbs have a drink together. Anthony Sr. talks about getting older and wanting to be closer to his son.
Emma's body is found in an alley inside the car. She died earlier that evening.
Gibbs brings DiNozzo back to his place and tells him to work things out with his father. DiNozzo agrees to help him find an apartment in town.
Indications are that Emma died of a drug overdose. There are also signs of abuse. There is evidence somebody tried to wipe down the car. DNA from the assault kit returns a name, Jamie Rivers. Rivers has a history of assault and matches the description from the gas station. They also find a picture of Rivers being arrested by the very same ATF agent they've been working with.
Anthony Sr. tells his son that he's found an apartment in his building. DiNozzo is less than pleased.
The ATF agent tells them his agency cut Rivers a deal to work with them on Fast and Furious. Back then Rivers told the ATF the gun in question was still in Mexico, but clearly he lied.
Zoe's plan to find Rivers is to go through one of her local informants. He's been selling to drug dealers and has now become an addict himself. Zoe will set up a buy with Rivers.
Rivers shows up to the fake buy, but when he pulls a gun Gibbs is forced to shoot him.
DiNozzo and Zoe work out their differences and agree to give the relationship a chance. Both DiNozzo and Anthony Sr. agree that he shouldn't be living quite that close.
