In order to gain power, Anokhi Devi blackmails and sleeps with a politician. However, when she goes missing; the CBI step in to investigate.

Mukhtiar Singh (Jackie Shroff) is arrested for the murder of Anokhi Devi (Mallika Sherawat) in Rajasthan. Dina Nath (Om Puri) and Dayal (Ashutosh Rana) work in a political party in Rajasthan & Mukhtiar Singh is their guy. SP Karan Singh (Govind Namdev) is working in cahoots with Dina Nath & Dayal & transfers the 2 officers Nirbhay (Atul Kulkarni) & Nischay (Rahul Solanki) who arrested Mukhtiar. He then releases Mukhtiar from police custody. Nirbhay and Nischay are brothers and sons of police officer Shamsher Singh.

Social activist Manoj Singh (Naseeruddin Shah) makes a public appeal to the CM of the state to appoint a CBI inquiry into Anokhi Devi's death. Manoj says that Nirbhay and Nischay had enough proof that Mukhtiar had murdered Anokhi. Manoj states that Anokhi has been missing for 10 days and yet the government has not taken any action to solver her murder. Anokhi was a beloved personality among the locals of Rajasthan and there is lot of public outcry at the lack of police investigation into her disappearance. The CM knows that Dina Nath & Dayal are involved, and are also his political rivals, so orders the inquiry. CBI officer SatyaPrakash Mishra (Anupam Kher) is appointed to head the case. Mishra is about to get retired in 60 days and wants to solve the case before his retirement.

Mishra gets the SP Karan transferred and re-instates Nirbay & Nischay to help with the case. Dina Nath and Dayal decide to withdraw support from the CM for his decision to transfer Karan out of his job. The CM is resolute as Mishra had a lot of evidence against Karan and advised Dina Nath to maintain a low profile for the next few weeks.

Mishra knows that Anokhi was a dancer before joining the world of Rajasthan politics. Nirbhay & Nischay track down Anokhi's pimp Banaram (Rajpal Yadav). Banaram was recently beaten up by Dina Nath and Mukhtiar for a CD, but Banaram manages to escape while pretending that he is taking their goons to the CD.

Banaram reveals to the police that Dina Nath had met Anokhi at a dance party & was besotted. He struck a deal with Banaram & enticed Anokhi to be his mistress by showing her the lure of politics & public fame. Anokhi also aspired to be something more than a dancer and yearned for respect. Dinanath starts by taking Anokhi to public functions, where she draws huge crowds. After some initial resistance, Anokhi lets go of her inhibitions when Dina Nath gives her the promise of making her a minister. Dina Nath shifts Anokhi into an official bungalow. Anokhi starts having regular sex with Dina Nath.

Dina Nath wants to sideline Dayal but giving Dayal's powers to Anokhi. Due to his infatuation with Anokhi, Dina Nath starts neglecting regular party work. Pretty soon Dayal starts teaching Anokhi, how to use her position to earn money by getting people's work done through Dina Nath. Dayal offers Rs 5 Crores to Anokhi to influence Dina Nath to allocate a seat to a candidate of Dayal's preference. Anokhi remembers her time in the village when a money lender exploited her sexually, as she did not have Rs 50,000 to repay his loan, and he threatened Anokhi and her mother with eviction from their house.

While in the background, Dayal incites party folks like Mukhtiar by saying that Dina Nath is letting Anokhi sell party tickets for elections & denying strong candidates like Mukhtiar. Mukhtiar wants to contest elections from the seat that Dina Nath wanted to give Anokhi. Dayal warns Dina Nath that if he doesn't give a ticket to Mukhtiar, then the opposition will. Mukhtiar meets Anokhi and taunts her that he will stand in elections from the seat that Dina Nath has promised Anokhi, and this makes her livid. Anokhi is not willing to back down.

Dina Nath tries to convince Mukhtiar to stand from another seat, but when he refuses, Dina Nath gives in & allots the seat to Mukhtiar, which angers Anokhi. When Anokhi meets Dina Nath he insults her by calling her a prostitute. Anokhi shows Dayal that she has recorded all her sex sessions with Dina Nath & threatens to go public.

Dayal plays a double game, he asks Anokhi to ask for Rs 50 Crores to Dina Nath in exchange for the sex CD. Dayal then incites Dina Nath & encourages him not to pay Anokhi & deal with the matter differently.

This where Banaram stops the story in the present. Mishra is invited by Dina Nath for a meeting, but Mishra insults Dina Nath. Dina Nath & Mukhtiar organize an assassination attempt on Mishra, which fails. Nirbhay & Nischay arrest known associates of Mukhtiar & finally Mukhtiar himself. Mukhtiar refuses to confess.

Mishra meets Manoj Singh who tells them of Anokhi bank's locker, which might have the CD. This conversation is overheard by Dayal's men, who trap Manoj in a road accident, when he is going to the bank locker. Manoj Singh survives.

Further investigation reveals that Mukhtiar had taken Anokhi to Dina Nath's farmhouse & killed & burned her body. The evidence is still thin, but they take Mukhtiar to court. Dayal organizes the assassination of Mukhtiar, but the police arrest the assassin, who confesses to Dayal's role. Mishra arrests Dayal & plays on the political equation between Dayal & Dina Nath. Finally, Mishra arrests Dina Nath & produces both Dayal & Dina Nath in court. Since Mishra is also a lawyer, he also argues the case. The case proceeds proving that Mukhtiar killed Anokhi, but since Mukhtiar is dead, the case doesn't have a chance.

It is revealed that Manoj Singh had the CD, & he was threatened by Dina Nath not to reveal the CD as he would release the sexual assault CD of Manoj Singh's daughter public. But Manoj gathers courage & takes the CDs to court. But the judge is Dina Nath's friend & still releases them on bail. Finally, Manoj takes matters in his own hands & shoots Dina Nath & Dayal.
