After a sailor is murdered in the champagne room of a strip club, the NCIS team links the murder weapon to two additional unsolved cases and discovers that the names of all three victims appear on a mural in a dilapidated part of town. Also, Brody's ex-fiance pays her a surprise visit.
When a sailor is found killed in a strip club, the team investigates. When they learn the bullet taken from his body is a match to two other unsolved murders. They learn that the sailor and the two other victims were suspects in crimes but went unpunished. So they wonder if they have a vigilante. They later learn that the victims have ties to a section were homeless live. And they find the names of the ones who were killed written on a wall and another name of a person who was suspected of a crime but claims he didn't do it.
