'SHINE: An Enlightened Alternative' profiles a new, unique alternative-sentencing program for low-level, non-violent offenders in use in Oklahoma County, OK which benefits both the community and the offenders. Judges, District Attorneys, Public Defenders, Legislators, Business Owners, convicted criminals, and more share their views on this innovative program that has effectively reduced jail population and saved millions of taxpayer dollars. The SHINE Program (Start Helping Impacted Neighborhoods Everywhere) recently won a Bright Ideas Award from Harvard's John F. Kennedy School of Government. Filmmakers Randy Cassimus and Jenny Monroe capture not only the images of the program in action as it successfully transforms both neighborhoods and people, but also the emotional impetus for a spin-off program inspired by the tragic death of its champion.
