The answer is simple, but acknowledging the paradigm shift of political correctness, I will give you two and let you select the one you prefer the more probable/palatable.
1) The studio execs were hoping for additional seasons and decided to leave it open-ended as they were confident of such an outcome.
2) The studio execs were hoping for the reason stated above but knew early on that such an outcome was unlikely/impossible and so just watched in-spite; knowing (and relishing) the disappointment that the audience would have without closure. The false assumption that they (the studio execs) even remotely care about the viewers is where the disconnect originates. Hell, if they even had basic common courtesy or respect for the audience such things would not happen. But, sadly, then this is nothing new and to be expected. I wish it was simple ignorance or incompetence, which could be forgivable; but given the multiple occurrences I would submit that such omission was deliberate and therefore inline with malfeasance.
Personally, all series should have a suicide clause that stipulates a "final/closure" episode if/when anticipated renewal falls through and they are cancelled.
I probably should not drink wine when responding to these sort of things as my filter is severely diminished... :)

I've heard that around March 12, 2015, the Syfy channel has officially cancelled Ascension after one season. I hope they'll reconsider.
