While it is Naval tradition to call whoever is in command of a vessel "Captain" regardless of their rank, the commanding officer of the Coast Guard cutter was wearing the rank insignia of a Petty Officer First Class, an enlisted rank. Neither the Coast Guard nor the Navy would put a enlisted sailor in command of a vessel that size. The commanding officer of a ship is always an officer, and on a cutter that size would at least carry the rank of Lieutenant, though more then likely would be a Lieutenant Commander.
