After having ripped open Rollins' shirt to check for a wire, Declan says (at 3:34) "No wire, not even an underwire." However, it can clearly be seen that Rollins' bra does in fact have an underwire after all.
A crime committed against a foreign diplomat would not be investigated by the NYPD, it would fall under the jurisdiction of the Department of State and would be investigated by the Bureau of Diplomatic Security, which is the law enforcement arm of the State Department. The Bureau of Diplomatic Security's jurisdiction is visa fraud, passport fraud, protection of the Secretary of State, visiting foreign dignitaries, U.S. ambassadors overseas, and U.S. embassies and consulates. They may ask local law enforcement for assistance, but they would be the lead investigating agency for an assault committed against a visiting diplomat and his/her family.
