They are using cell tower pings to locate Javier's phone. The tech tracks the exact position including the direction of travel. A map is shown with a pointer tracking the phone. Cell tower tracking can locate a phone in the general area of its coverage and nothing more. It is impossible to achieve the precision and accuracy shown.
