Military men on horseback and afoot march past the audience, while far to the upper edge of the screen, civilian onlookers can be seen.
Although a search on the Internet fails to turn up confirmation, it appears that "Génie" was what military engineers were called about this time. It's a very romantic attitude, since it looks like the sort of Arabian spirit that will appear magically and grant your wish. And, I imagine, if your wish was to have a bridge erected, or some fortifications destroyed by sappers, they would try to do that, and likely succeed.
It's not very elaborate, given that all the motion is these guys moving from right to left, but the onlookers at a distance add a dimensionality to the movie.
