Deacon said that Traffic Enforcement had just tagged the suspects' vehicle. Tan and Cabrera were near, so they were informed and went over. When they arrived, the officer was still in the process of putting the parking ticket on the suspects' car. It should have taken at least a few minutes for Tan and Cabrera to get there so the ticket should already be on the car. (The officer would have put the ticket on the car first, then logged it on the system.) Moreover, once they heard about it, SWAT would have told unarmed traffic officers to stay well away from the car, because the suspects who hired it were armed and dangerous.
