Sir Philip Tangen III, also known to the public as "The Censor", is an aristocrat and the President of the National Film Censorship Association in the United Kingdom. His hard line and orthodox views on moral decency and film censorship have found support from the government, but the public opinion is heavily divided over this. When his proposal of a new Obscenity Act is presented to Parliament, the nation is on the verge of civil unrest. On one side, people with traditional values and religious principles; on the other, progressives and anarchists who oppose this with rebellion.
