Captain Gregson mentions that ICE is on its way to city jail to pick up Jun Annunzio. However, New York City has been a Sanctuary City since the 1980s and the spirit of that concept has existed since resistance to the Fugitive Slave Act and states wide resistance to Prigg v. Pennsylvania. There is no way that Gregson as an officer of New York City would have been authorized to call ICE himself. One of the foremost reasons for Sanctuary laws is to allow people who are being victimized (like Jun) to step forward to the police without fear of deportation or separation from their children.
The story line echoes the Sir Arthur Conan Doyle short story "The Problem of Thor Bridge" published in 1922.
