This episode would have been so much better if they had stuck to the first story and completely omitted the sidebar story.
The first episode needed to be expanded greatly and this could have been done properly by going into detail regarding eminent domain. Malcolm comes back when he is arrested for breaking into a councilman's office. He was investigating corruption with the latter and a development firm. In the meantime, a man has been sentenced to die for killing a police officer. The latter, it is soon discovered, wasn't the hero he was made out to be. He worked for the developers and had shot at the man who killed him in self-defense. He just didn't want to pay him for burning down the building.
The second story dealt with an Englishman accused of stealing a Rembrandt painting, England was looking to bring him back to face charges. Instead, we get an array of people saying how wonderful the man has been in all the years he has run a tea shop. Does this justify in not expediting him back? Please.
