- Peter Declan has been charged with murdering his wife, and only Oliver believes he's innocent. Arrow asks Laurel to look into Declan's case. Meanwhile, Walter investigates a warehouse that Moira mysteriously bought with the company's money.
- Oliver realizes that the impending execution of Peter Declan for the murder of his wife is a judicial error, her employer Jason Brodeur being on father Queen's list of dirty tycoons. In disguise, Oliver tries the legal way with Laurel Lance, but that only proves to both vigilante methods are occasionally the only option. Under duress, Jason's henchman Matt Istook reveals that he even ordered Peter's 'early execution' in prison, so the Green Arrow must infiltrate there, which puts detective inspector Quentin Lance on his trail. Oliver also shakes his new body guard and recruits the previous, Afghanistan veteran John Diggle, as Green Arrow's aid. A huge 'accounting error' puts Walter on the trail of Moira's secret holdings and part in the shipwreck.—KGF Vissers
- We open with a little bit of the end of last week, as Arrow makes Diggs an antidote for the poison from Dead Shot. For some reason Diggs decides he should take a swing at Queen. Arrow explains he wants him to join his mission, saying his background as a soldier is perfect. Diggs doesn't seem interested and calls him a criminal and a murderer.
Queen comes home to Laurel waiting on him. She says his family doesn't deserve the selfishness of him keeping his family in the dark after he was shot at. Queen mentions to Laurel that she's the second friend to rip him a new one that night
Queen dreams about the island and trying to communicate with the arrow-wielding gentleman who appears to speak only Chinese. He wakes up and comes downstairs to find Thea watching TV show about a man named Declan who killed his wife a few years back. The two talk about Laurel and he tells her he's not the same guy he used to be.
The next morning Moira tells Queen that Diggs has resigned, telling her he didn't approve of "Queen's evenings." The new guy's name is Rob. Moira is also watching a report about Declan, who is set to be executed at midnight the following night. Queen sees that Declan's wife Camille had worked for a man named Brodeur. Queen quickly ditches Rob on his motorcycle.
At the Arrow hideout we see that Brodeur's name is on Queen's list.
Cut to Brodeur talking to an employee about the fact he had Camille killed because she was going to blow the whistle on his company's chemical dumping.
Queen is well aware that Brodeur was probably responsible for Camille's death, meaning an innocent man is about to die.
Queen pays Laurel a visit dressed as Arrow. He tells her about Camille wanting to blow the whistle on Brodeur and Declan being innocent.
Laurel meets with Declan. She goes through the evidence, which sounds damning. He swears that he's innocent.
Walter tells Moira that there is $2 million missing from the company. He thinks it is probably a bookkeeping error.
Laurel tells her father what she heard from Declan. Lance says that Camille's supervisor contradicted her story about going to him about the dumping.
Queen finds Diggs at the restaurant where his sister Carly works. Queen asks him once again to help him do the same kind of good he did in the military. To convince him, Queen shows him his father's journal. Queen tells him he needs to right the wrongs done by his family. He says he thinks the sniper he took out was his brother-in-law Andy's killer. If he helps him, Diggs will have the chance to help other people's families.
Moira tells Walter she thinks the missing money was invested in a friend's start-up a few years back. She'll talk to accounting and have it cleaned up. Walter doesn't look convinced.
Laurel tells Joanna who suggested she look into Declan.
Laurel meets with Arrow. She tells him about the supervisor, a man named Istook, contradicting Camille's story. Arrow tells her that Istook "hasn't been questioned by me." He says he's hiding his face to protect the people he cares about.
Walter asks IT wiz Felicity to discretely look into the disappeared $2.6 million.
Arrow pays Istook a visit. After chaining him to some train tracks Istook says he'll give him a file on Brodeur that will help Declan.
Another flashback to Queen on the island. He's hungry and the man hints that to eat he'll need to kill a bird.
Arrow drops off the file to Laurel. She says the city needs somebody like him.
Queen comes home and Thea points out he had a huge grin. He says it's because he's been showing his true self to Laurel.
Lance doesn't like the fact Laurel has been working with Arrow. She points out she wouldn't have to be breaking the law if the police had done their job correctly in the first place. He's not happy.
Laurel shows a judge the file and asks for a stay of the execution. The judge doesn't agree. Brodeur's lawyer Garrett comes in during the conversation and Laurel promises Brodeur she'll come after him.
Brodeur's associates point out to their boss that Laurel will be meeting with Declan at his prison. They have friends in the prison and hint that something bad will happen during the meeting.
Laurel tells Arrow about the problems she's having. Arrow says he'll get a confession.
Felicity tells Walter the money was used to set up an offshore LLC. It's completely off the books. A few years ago it purchased a warehouse in the city.
Diggs tells Carly he misses not making a difference.
Arrow tells Brodeur to confess. After Arrow shoots an arrow through Brodeur's hand his phone rings. Arrow learns what is about to happen to Declan.
During Laurel's meeting with Declan the lights are turned off and an alarm sounds. A virtual riot breaks out and during the confusion Laurel finds herself in the middle of a bunch of cons. Queen, dressed as a security guard, shows up in the nick of time to get her and Declan to safety. In the process he pounds on a con who tried to choke Laurel and she seems disturbed by his brutality.
Outside the prison Lance comes to see his daughter, telling her that Brodeur has confessed. Laurels says she now agrees with him about Arrow, that "he's a killer." She looked in his eyes and saw no remorse.
Flash back to a now-starving Queen on the island. He says he's never killed anything before. He grabs the bird and apologizes before breaking its neck.
Laurel tells Lance that the vigilante was wearing a guard uniform. This seems to give Lance an idea.
Walter pays a visit to the warehouse from Moira's LLC. The password "ROBERT" gets him inside. Inside he finds the wreckage of the Queen's Gambit, the boat Queen and his father were on.
Lance has the security footage from the Exchange building shooting examined more closely. He finds video of Queen changing into the Arrow outfit.
Queen crosses Brodeur off the list.
It turns out the man Queen is with does speak English. He says the only way he'll survive is if he's willing to kill more than the bird and he forgets about the picture of Laurel.
Moira meets with a man who shows him a picture of Arrow and says the vigilante is targeting "the list."
Diggs pays Queen a visit. He says Queen will need somebody to remind him who he really is. At this point, Lance breaks into the house with a team of officers and Queen is placed under arrest.
