- Karen Turner (Moira Kelly), a photographer living in Atwater, has her 3-year old daughter, Haley (Alexandra Perry), at an amusement park, and lets her ride on the carousel alone while Karen takes pictures. But as the carousel comes around again, Haley is missing.
The story jumps a bit to Karen searching for Haley, talking with Detective Tully (Dee Jay Jackson) and putting up missing posters. Karen's search has become an obsession, causing a break up of her marriage to Tim (Toby Levins), and plunging her into a depression. After taking too many pills, Karen is found by Detective Tully and her friend Megan Harper (Nicole Oliver).
Jumping forward again, Karen is working as a photographer for yearbook photos for high school students. One of the students, Linden (Makena Joy), reminds her of her daughter. She then has a session at Colwood, California, and goes to see her friend Megan, who works for the police in Colwood. Megan tells Karen she's worried about her, that 12 years is a long time, and she needs to move on. Karen says she hasn't taken an art photo for years. During the night, Megan finds Karen watching home videos on her laptop. Karen says that sometimes, she just can't turn her mind off, but that she knows Haley is still alive and out there somewhere.
Susan McQueen (Amanda Tapping) drops off her daughter Emma (Kacey Rohl) at school on photo day in Colwood. Karen sees Emma while taking her photo, and is convinced it's Haley. Back at home at the end of the day, Emma is feeling smothered by her mother. Her father, Dave (David Cubitt), talks about going camping for Emma's birthday, but Susan objects. The family gets into a fight over the camping trip.
Karen goes to Megan with a picture of Emma, convinced it's Haley. Megan doesn't want Karen to get ahead of herself, and suggests she talk to Detective Tully. After Karen leaves, Megan looks up Karen in the police database, and sees that she's had multiple charges of harassment against her over confrontations with young girls, as well as a psychiatric assessment.
Emma's friend, Alexis (Max Chadburn), texts Emma and asks her to send her "baby pic". Emma scans in the picture and sends it to Alexis as she leaves for school. Karen is watching from her car as Emma arrives at school. Karen goes to the school office, and asks for 3 students to be recalled to have photo retakes done, including Emma.
Susan finds that Emma sent her baby picture to her friend Alexis and gets upset. She storms over to the school, and has an argument with Emma about taking the picture from her room, and sending out a private photo over the internet. Susan takes Alexis' phone and deletes the photo.
Susan and Dave visit a grave. They talk about how it never gets any easier, and that they couldn't imagine one day without Emma. Dave worries that Susan is driving her away, that she's being too protective. They argue, and Dave leaves.
Karen talks with Emma while she retakes her photo. She gets Emma to admit her birthday is April 28, that she moved to Colwood when she was young, and that her father is in real estate. After leaving, Emma tells Alexis that the photographer was a "little weird", that she wanted to know her whole life story.
Karen lies to Megan, says she realises she's wrong about Emma, that she's lived in Colwood her whole life. When Megan isn't looking, Karen starts looking up Dave on her laptop. The next day, Karen sits in front of Dave's real estate office, to check him out.
Emma asks Susan about going to a school friend's party, figuring Susan will say no. Susan agrees to let her go, but says that she will drive her to the party, and pick her up right afterwards. In conversation, Emma mentions the school photographer was a little weird, very nosy. Susan raises it with Dave, asking him to look into it. At the same time, she spots a car watching the house (which is Karen). When Karen leaves, Susan follows her back to Megan's house, and sees where she's staying.
Karen takes a key from her suitcase at Megan's, and drives back to her home in Atwater. While at home, she has a nightmare about Haley's abduction. Meanwhile, back in Colwood, Susan tells Dave about seeing someone watching the house. Dave is upset, saying she's paranoid.
Susan drives to Atwater, and goes to the cemetery. Karen sees her as she goes by, follows her, and sees that she leaves flowers at the unmarked grave for a young child, labelled only "Our Little Angel". Karen shows Megan a picture of the grave and Susan, and asks for her help. She gives Megan Emma's name, address, date of birth, and her mother's license plate. Megan enters the information into the system, and finds what seems to be a legitimate birth certificate, which shows that Emma was born in Atwater. Karen is more convinced that Emma is Haley. Megan tells her that this is crazy, and can't help her anymore, that she won't lose her job over this.
Karen returns to the McQueen house, and sneaks into the back yard, and into the house while the maid is cleaning. She finds an open Coke can in Emma's room, and takes it, just as Dave is returning home from work. She manages to sneak out the back of the house. Megan returns home to find the Coke can, with a note asking her to check the fingerprints against Haley's.
Emma is walking home from school, when Karen pulls up beside her and offers to show her the proofs of her school photos. She chloroforms Emma, and puts her in her trunk, taking her back to Atwater. While driving, Emma's phone rings, with Susan calling her, trying desperately to reach her. Dave and Susan have an argument over Susan's possessiveness, and he thinks that Emma just wants a little space. Susan calls Alexis, who says that Emma should have been home. Susan takes a gun from the closet, and leaves to go find Emma, which Dave stays at home in case she calls.
Karen drags a groggy Emma into her home in Atwater. In the meantime, Megan starts running the fingerprints from the Coke can.
Karen hears a knock on her door, and it flashes to a picture of Susan holding a gun out. But it turns out the knock at Karen's door is Detective Tully, and Susan is holding the gun to Megan, asking her where her daughter is.
Emma wakes up, and starts crawling, trying to get away from Karen. When she confronts Karen, she says she just wants to get home. Emma tells her she is home.
Susan finds a picture of Emma at Megan's home and the two struggle over Susan's gun. Megan ends up shot and injured / left for dead in the struggle.
Karen tells Emma about how she was taken, that they've been searching for her for years. Emma says she's confused her with someone else. Karen shows Emma pictures of her as a 3-year old. Emma says she's not her mom. Karen tries showing her things around her room, trying to trigger memories. Emma again says that she's not her daughter, but she picks up a stuffed animal after Karen leaves the room, and hugs it.
Susan returns home, tells Dave that there was trouble, and they have to find Emma and get out of town. When Dave tries to find out what happened, Susan admits she shot Megan, says it was self-defence. Dave insists Susan tell her where Megan is, that they have to go there now. At Megan's house, Dave leaves Susan in the car, and says he'll take care of it.
Emma approaches Karen in her kitchen, and asks to see the family pictures she's looking at. Karen shows Emma pictures of Susan visiting a grave. She tells Emma she thinks her mom had a child who died, that she thinks Susan took Haley / Emma as a result. Emma gets upset, and wants to call her mom (Susan).
Dave enters Megan's house, and finds her injured in the hallway. Susan follows him into the house, and sees that Megan was running the fingerprints. Dave says he has to call the police, that he should have called them long ago, that "she never really belonged to us". Susan says that it was an accident, that she only left her in the bathroom for a minute, and when she came back, she was under water.
Emma watches a family video of Haley's 3rd birthday. It starts to trigger memories for her.
When they get home, Susan grabs the gun, and pulls out a bunch of articles about Haley's abduction. Emma calls Susan, and asks her who Haley Turner is. Susan hangs up the phone. Emma and Karen talk, but Emma says she needs to see her parents, to talk to them. But Karen wants to call Detective Tully first.
Back at Megan's house, Megan is taken away on a stretcher, and Detective Scott (Keith MacKechnie) asks Dave what happened. He says it was a terrible accident, that they didn't want anyone to find out. They buried her in an unmarked grave, and that when Susan took that young girl, he knew it was so wrong. But she was so sad, and when she came home with the little girl, it seemed so perfect. Detective Scott asks Dave if he shot Megan.
Emma and Karen are talking as there's a knock on the door. Karen thinks it's Detective Tully, but as she opens the door, Susan barges in, and says that Karen has been following them for years. Karen says that she has proof, that Megan is running Emma's prints. Susan says that Megan can't help her, and puts a gun to Karen's head. As they struggle, Karen asks Emma to call 911. Susan overpowers Karen, and tells Emma to hang up the phone. She tells Emma that she's "ruined everything" and chases her upstairs. She tells her she's disappointed with her, to get her things, that they're going home.
While in the bathroom, hiding from Susan, Emma remembers her abduction at the hands of Susan. Susan gets angrier, and shoots her way into the bathroom. She tells Emma "Mommy's here, don't be afraid", and that she would never hurt her. Emma takes Susan's hand. As they get back to the living room, Karen is no longer lying on the floor. Karen attacks Susan, but Susan gets the gun back. Emma sweet talks her, telling her that she loves her, that she knows Susan always loved her, that they need to find Dad and go home.
As they leave the house, the police pull up, and stop Susan. Detective Tully tells Susan to drop the gun. Emma convinces her to give up the gun.
Detective Tully sits with Emma / Haley, and tells her that she'll be OK. Emma / Haley walks by Susan in the police car, and joins Karen in the ambulance taking her to the hospital. The two hold hands as the ambulance pulls away.
