- Vice officers Billy McShane and Kira Simone are in their car, and Billy is complaining that their chief is pressuring them to make more arrests. Kira tells Billy that he has to learn to play the game. They spot their target, Romero Delgado, limping coming out of his house, and drive over and force him to open his trunk. Kira plants a gun in the trunk, and Billy draws his gun on Romero and put him under arrest.
Later at a courthouse, Harry approaches a lawyer, Renee Fortenot, and asks her about Romero, who has no record. Renee says that Romero's brother ran with drug dealers, and she tells him to have his client Romero take a plea. Sarah Nichols approaches Harry and tells him that Romero will lose his home like four other "criminals" the same two officers have arrested, and real estate developers who have the police in their pocket want people forced out of their homes. Sarah says that a year ago when they met, Harry convinced her to fight for the little guy, and asks him to assure her she can win the case. Harry tells her that she'll win the case.
Harry meets with the crew at the bar and tells them that there's no way Sara will win the case. Breanna goes over Kira and Billy's record, and notes that everyone else they framed pled out and served their time. Harry wants to run the job, and Sophie agrees with him. His plan is to show in court that the two officers are crooked.
Eliot and Parker track down Kira and Billy and secretly watch them pay off their CI, Bobby. They approach him afterward and claim that their Feds, and tell him to give them a call if he wants to turn witness against Kira and Billy. They set up in a fake office with Breanna, and Kira and Billy come to see them and suggest they work together. Eliot refuses, but they insist they can help as long as Eliot and the others tell them what they're doing in "their" town. Parker and Eliot spin a story about how they're meeting with a major drug dealer (Sophie) and her lawyer, Harry. Breanna has video of them meeting, and Sophie telling Harry to meet her at a pier before she leaves for Bogeta.
At the bar, the crew set up the drugs and money, figuring that Kira and Billy will bust in, arrest them, and steal some of the drugs and money for themselves while the crew gets it all on video. Sarah calls Harry and tells him that Romero got attacked in prison by a drug gang that are rivals with his brother's, and the guards got to him just in time. Sophie figures they have to break Romero out immediately.
The rest of the crew tell Sophie that Harry didn't catch the rival gang, and Sophie has to take over. Sophie disagrees, and Harry figures that they have to get break Romero out at the hearing where Sarah was going to reveal that Kira and Billy are crooked. They'll get the officer in the long con after they break out Romero. Eliot will get himself arrested while Breanna makes up an online protest against a hot sauce factory, at the courthouse, as a distraction. Harry goes into the courthouse and spots Sarah and Romero as the guards take Romero to holding. He tell Sarah to defend Romero in court and he'll take care of Romero's safety, and she thanks him without asking questions.
Eliot is in the cell where the guards put Romero, and Breanna activates the sriracha gas bomb in Harry's coffee cup that he brought in. Kira and Billy pass by near Harry, and he overhears Kira telling her partner that the rival gang, the Green Lights will get Romero and the judge is in their pocket and won't let Romero's case go to trial. Billy is worried that they didn't do it by the book, but Kira says that she did it by the book by years and got nowhere. Renee and Sarah go past, and Renee doesn't care that Romero was attacked.
Everyone panics from the gas attack, and Parker comes in posing as a hazmat squad member to get into Romero's cell. Eliot tells Romero that they're busting him out, and they put on hazmat suits that Parker brought. They go out while Harry joins Breanna in the food truck. Romero falls behind because of his limp, and Kira and Billy spot him and rearrest him. Harry finally tells them to abort, and Eliot goes back in hoping he can protect Romero from the inside.
Harry sits down on the bar to drink, and Sophie joins him as he blames himself for not covering all the contingencies. She asks what his "Plan M" is, and Harry admits that he's out of ideas. Sophie shows him a trunk of books belonging to one of the greatest grifters who ever lived, and tells Harry that his Plan M is in it.
Harry hits the books and the next day he comes up with a new plan. He tells the others that they're going to get Kira and Billy to break Romero out for them, running the "Turkish Prisoner Con". Sophie explains that in World War I, two British prisoners of the Turkish weaved a story that they claimed they knew the location of a horde of hidden gold. They're going to have Romero feed them the story of a lost stash house, and Harry figures they've got everything they need even though the crooked cops know their faces.
Kira and Billy come to the fake Fed office where Parker and Breanna are, and they want to know why Eliot went in after Romero. Parker claims that Eliot "snapped", but Kira doesn't believe it. Parker and Breanna finally admit that Eliot was looking for the lost stash house, and Romero can lead them to it so Eliot is protecting him. Kira agrees that they have "an understanding", and Breanna gives them the clue they set up. It's the name of nine dead men.
That night, the quartet goes to a cemetery where the nine dead men are all in the same mausoleum. The names are laid out in a 3x3 grid like a tic-taco-toe board. The solution points to a spot on the ground where something the crew planted earlier is buried. A car pulls up nearby, and Parker and Breanna go over to "get rid" of them. Kira and Billy find a mummified claw key chain, while Sophie and her henchmen--borrowed from Leverage International--confront Parker and Breanna. The crooked cops go over and secretly watch as Sophie demands her stash money. Sophie has them shot, and once Kira and Billy run off, Breanna and Parker get up from the fake shooting. Eliot calls in on the comms, saying that a guard passed him a note that there's going to be another hit on Romero in the morning.
The next morning in the yard, Eliot tells Romero that he's going to protect him. The gangers come over, and Eliot tells Romero to follow his lead. Eliot then grabs Romero and goes berserk, then tells the gangers that they got the wrong guy and Romero is a line cook at a restaurant. The gangers draw shivs and come at Eliot, who easily takes them down. The guards come out and break it up, and Kira and Billy arrive, flash their badges, and tell them to leave Eliot alone and then they'll have a chat with him.
At the bar, Sophie tells Harry that it took the British officers months to get their captors to the points that the crooked cops are now at, and Sophie is impressed. Harry is worried that Kira will work out the whole thing, but Sophie assures him that he gave Kira a taste of success that will keep her hooked.
Eliot tells the cops that he's not cutting them in, and Kira tells him that his teammates are dead and she and Billy are all that he has. She shows him the key, and Eliot tells him that he's not going to tell them where the lock is unless they get him and Romero out. He says that only Romero knows what the key unlocks, and they got to get Romero out immediately before the Green Lights kill him. The cops get them both out on a 24 hour pass, and Romero says that he doesn't know what lock the key belongs to, but the key chain comes from Gator Jill's, an alligator park destroyed by Katrina where he and a friend used to work.
That night at the alligator park, the quartet taker a boat out on the water. Billy worries about the alligator surrounding them, and Eliot paddles up to a dock. Romero leads them to an old souvenir cabin, and they look for a clue. Harry and Sophie are monitoring from the nearby food truck, and Harry worries that Kira isn't finding the clue they planted. Sophie advises patience, and Kira eventually spots the stuffed alligator they planted the clue in. The cop cuts it open, and finds a strip of paper with numbers. Billy shines his light in Eliot's face, and thinks he looks familiar from another investigation. Kira finds the address the coordinates on the paper lead to. While Eliot and Romero go to the boat, Kira draws her gun and tells Billy that they have few loose ends they need to tie up.
The group gets back to the dock and discovers the boat has drifted to the middle of the creek because Billy didn't tie it down. Kira tells Eliot and Romero to get it, and as they go off into the brush, she prepares to shoot them. An alligator apparently attacks and kills them, and they get dragged into the water screaming. As an alligator tail thrashes out of the water, Kira and Billy shoot into the water. A severed hand drifts to shore, and the cops run.
As Kira and Billy get to some grounded boats, Sophie and her henchmen arrive. Sophie takes out a semi-automatic rifle and demands to know where her money is or she's going to open fire. Kira and Billy run off into the night, and Eliot and Romero come out with the robot alligator that Breanna planted earlier. Sophie congratulates Harry over the comms with pulling off the Turkish Prisoner con with an alligator. Harry is in the food truck, with the fake severed hand. Eliot tells Romero that the cops went to get the money from the house at the address.
Kira and Billy break into the house, and Kira starts breaking open a wall to find the money. Billy checks the desk in the room and finds a photo of Renee with Judge Jenkins, just as Renee comes in with a shotgun. The next day that met with Jenkins in her chambers along with Sarah and Harry, and Sarah says that the cops are crooked and framed Romero so he would lead them to the stash house. Harry has a photo of the cops leading Romero out of prison, and Renee drops all charges against Romero and the four other people busted for drugs by Kira and Billy. Harry suggests that Renee lean on Billy to get him to tell her about the shady real estate developers, and Jenkins agrees. As they leave, Sarah wonders how the cops ended up at Renee's house, and he tells her about the Turkish prisoners.
Breanna takes Romero to his new house, that the crew got at a foreclosure auction for him. She also gives him a sledge hammer to break down the walls, since it's the stash house the location of which she calculated. Breanna leaves as Romero finds the money and yells that he's rich.
Harry joins Sophie at the bar and tells her that Billy rolled on his partner. He asks her why she gave him so much rope when his first two plans failed, and she explains how everyone does cons differently. Sophie knew that if she gave Harry a nudge, he'd use the law to get the job done. She figures Harry has picked up special skills which will serve him well when he eventually goes back to being just a lawyer.
