Water plays a major part in our climate and is vital for vegetation, hence crucial for every civilization. It attracts people and determines their concentration, but relative scarcity also demands organization, hence state-building. Just as climate changes, technology such as irrigation can change the odds, but ultimately the finite resource runs out when overstretched for long, causing the fall of entire cultures.
