When Claudia puts the tiny fez on the dog, there is elastic on it to hold it on his head. Claudia can be seen holding the fez with one hand and stretching the elastic down right before she puts it on. When Jinks takes it off of both the dog and Artie at the same time several scenes later, there is no elastic, he just pulls the fez straight up.
After Claudia uses the bell she stands up and turns to put it away but in the next scene it is already back on the shelf.
