After saving Sasuke from an another inminent death, Obito proceeds to tell his plan to the five Kages and their subordinates. First, he sent Sasuke there to fight, and increase his power. Thanks to the battle, he awakened Susanoo. About the tailed beasts, he tells that he wants to reunite them all to recreate the Juubi, the ten tailed beast. Turns out that the Rikudo Sennin fought and become the jinchuriki of such creature, and before dying, divided it into nine beasts. Obito wants the opposite, to become the jinchuriki of the Juubi. With such power, he can increase the limits of his dojutsu in order to project on the moon an infinite Tsukuyomi, where every person will be controlled to live in peace. He tells that until now, the Kages have failed to achieve a world without hatred, and war, so he is going to grant such world. He also reveals to the Raikage that the Hachibi escaped from the Akatsuki's capture attempt, and so demands both beasts, including the Kyuubi. At last, he declares the 4th great ninja war, to capture the two remaining jinchuriki. The Raikage is furious now that he realizes his brother took the chance to escape from him, but he is also glad that he is alive (a funny situation given Killer B's presonality). He tells Shee to send messages to Kumo so they can start the search. Then, the Kages discuss about what to do. All but Onoki agree to hide the Kyuubi and the Hachibi from Akatsuki, in order to prevent Tobi's goal to become true. Onoki reluctantly ends up accepting. The Raikage tells that Danzo has lost all their respect and will be surely dismissed from the Hokage's charge. Gaara says he will talk to someone known from Konoha about the Alliance, Kakashi, and everyone agrees. Mifune says that his samurais will also join the war.
Obito's plan turned to be very different compared to Nagato's. And honestly, Nagato's plan was much better. To create a war where the five nations join, even if is to fight against the power of seven Bijuus it's crazy. Akatsuki was handling things very well so far. A dark evil organization with wishes to control the world, acting from the shadows, feeding fights between the countries. They were a perfect villain. Now, it's true that only Obito, Kisame and Zetsu remain in Akatsuki, but a better plan would have been to provoke another war between the nations. Using Sasuke could have been a possibility. After all, where's the army of Obito?? Instead, by causing chaos among the nations, would have been much more easier to capture the Hachibi and the Kyuubi. All Obito needed is to choose a village to control, like he did before with Kirigakure. For instance, he could have exploited the distrust between the Tsuchikage and the Raikage. He could have used Sasuke's vengeance against Konoha, along Naruto's troubled mind after learning the truth about Itachi, to provoke the other nations, especially Kumogakure, to confront Naruto for defending Sasuke, and hence, Konoha (as the village would have to choose to defend Naruto if the truth about the Uchiha massacre came out). In such case, Naruto would have been cornered to choose between Sasuke and Konoha, as Itachi predicted. There were so many possibilities for Obito. I don't understand what Kishimoto tried to make on the war arc. He dilapidated his own story. Instead, he chose the strangest unlikely decision. It's weird for a villain to reveal his plans and allow his enemies join forces. About the infinite Tsukuyomi, it's strange reasoning. Like I said, Nagato's plan was better. He pretended a more natural world, living in fear and peace, but not inside a genjutsu.

At the cabin, Naruto simply thinks about what he learned (how Sasuke charges with all the hate of the Uchiha clan, that his ninja way is hatred and revenge) and stays on the roof while Yamato intends to repair after Tobi's intromission. Some time later, he tries to detect Sasuke by using Sage mode, despite the snow. But instead, he sees Sakura and the other three friends arrive. She wants to talk to him. About this part, Sakura is adamant in her plan. She has no doubts. Kiba said that they had to join her because missions are made of four members usually. Besides, he tracked Naruto with Akamaru given the smell. Still, probably it would have been better if they were less people. Lee's role is not really important after all.
