Sheldon at some point took enough of Raj's blood for blood work. After telling Raj his blood work came back, he tells him his blood sugar was a little high. But, since Raj was unaware of getting his blood taken, it's unlikely he was fasting. To get an accurate blood glucose measurement, the patient needs to have fasted for at least 8 hours. Sheldon is obsessed with details. He would have known this.

Sheldon could have marked on the form that it was non-fasting and the lab would have adjusted the metrics accordingly. So, a high blood glucose reading being a "little high" in this case would be based on the metrics used for non-fasting tests.
