Nicol Trowbridge has a more-than-passing resemblance to Boris Johnson. There are references to Trowbridge's inability to pay attention to important issues or govern. There are also references to Latin. Cecilia Dennison says of Chevening, "it's not home, but it is much". As well as an obvious inversion of the idiom "it's not much, but it's home," this could be a play on "parva sed apta mihi" - it is small (home) but it is mine. Later Trowbridge says "seize the day" - carpe diem.
